Under his tenure, a new effort was launched on behalf of the colonias of South Laredo, seeking to offer pastoral and medical care as well as utilities and services where they were not previously available. In April , a mobile medical clinic, through the generosity of the Sisters of Mercy and Mercy Hospital, began regular visits to these colonias. Also under Monsignor Brasley's leadership, the priests began to gather every two months on the deanery level.
There were also seasonal celebrations and welcome lunches for new priests in the area. These served to increase the bonds of fraternity among the presbyterate. Several mission churches in the colonias were built. Divine Mercy Parish was established in Laredo. Mercy Health Center was completed and continued its outreach to the Laredo community and beyond. Father Domingo DeLano was named Vicar of the Western Vicariate, while continuing his work as pastor of San Martin de Porres Parish, but after having to retire for health reasons, was succeeded in that position by Monsignor Thomas Davis.

Stepping into the breach was Mother M. Katherine Drexel, who founded the Sisters of the Blessed Sacrament. The daugher of a wealthy family she used her inheritance to help Blacks and Indians. On a trip to the diocese in , she became interested in Holy Cross and selected the site for the church and school. She liked the site because it had a view of both Corpus Christi and Nueces Bays.
She used her own money to buy the land and stipulated to the Diocese that there must always be a Black parish in the city. A two-story building was constructed providing a ground floor church and a school on the top floor.
A frame building was purchased from George Emmert and moved to the property as a home for the nuns who would staff the school. A house was sold to the parish by a Baptist minister, Reverend Strong. It had been badly damaged in the hurricane and was rebuilt to serve at the rectory.
